Mr: Collins,

BCA

JJP. 1/4.

In this despatch my comparison with the Straits is, in my opinion, dismissed without good

rounds. I should point out that the estimated cust

of audit in the Straits Settlements in 1920 ($61,017) quoted in minute un 40401/20 included only $1,050 for "Transport, and Other Allottances"(as compared with $500 for "Transport and Travelling" in Hungkung) and that, therefore, it does not appear that in the former dependency "considerable expenditure must be incurred

in travelling" this rendering the comparison which I

de "necessarily fallacious". But perhaps I need

nut 1 hour this point any further.

I observe that, in the Hongkong Estimates for

1921 (which I assume have been approved) $10,700 has

been provided for the salary of the Auditur, which, at

$10.70 to the £,equals £1000 and that, in addition, it is proposed that he shall continue to receive the £75

er amus for the audit of the Weihaiwei accounts,

while two anuurte of $8,560 (£800) have been provided

fur

for the salaries of the Assistant Auditors - the

Personal All trence in the case of the Auditor and

the Duty Pey in the case of the Assistant Auditore

being merged in the salaries. In these circun-

stances I have no further observations to offer

rogerding 10 ese salaries.

I am prepared to admit that the employ- ment of a second Assistant Auditor is dua very

largely if not wholly to the circumstance that a

considerable portion of the time of the Aitor

is uccupied ir connection with the audit of the

accounts of Weihaiwei and the China Pustul

Agencies and I think therefore that there is good ground for the suggestion that Imperial Funds

should bear, by way of annual re-irîursement * th Culuny, the amount of the salary of une v

the Assistant Auditore.
